Named National Council of Education before 1999, the Ministry of Education PRC is one of the State Council’s cabinet level departments responsible for the nation’s K-12 and post-secondary education as well as language programmes. The ministry has under its direct jurisdiction branch offices at all levels of governments.
After the Central Government adopted the policy of kejiao xingguo (building up the nation with science and technology), the Ministry of Education has been playing a more and more important role in Chinese society.
The Ministry of Education PRC exercises a wide range of responsibilities. It studies and formulates educational policies; makes strategic plans for reform and development; administers education funds; and establishes and enforces standards of school setups, teaching programmes, research projects, faculty management, enrolment, and degree conference. The ministry also coordinates and supervises all education-related international exchange and cooperation programmes. In addition, it drafts guidelines and policies with regard to the nation’s linguistic issues.
Since the Central Government started the campaign to develop the western regions of the country and made education prerequisite to its success, the Ministry of Education has taken the following measures: speeding up the development of core curricula in the western regions; locating partners from developed regions to help their K-12 schools; improving classes taken by ethnic residents; enhancing school personnel’s qualities; building distance education systems; improving institutions of higher education; attracting more talent; and promoting exchange programmes so that education leaders in the western regions can be exposed to new ideas.
